Alex is correct on both fronts. Utopia's technology level is roughly the 1800s. Dystopia (with The End and all) set it back several decades, back to the rough equivalent of the late 1700s or so, with only a few remnants of old technology scattered about.

Ah, indeed, I was actually considering doing something steam punk. I wrote up a small note sheet last night to get a back ground settlement started, with a back story for it as well. I was wondering how you guys would feel about it before I actually attempted to put it into circulation.

This is what I have written up so far.

Gilbian Empire

Gilbians are a people of mixed nationality and race. They sport a mixture of Orc, Elf, Dwarf, human and many other assorted races. Their story begins as air ship pirates who before the end of the world used to ply the skies in great air ships raiding small towns for profit and answering to no one. When the world ended the surviving air ships banded together and with a mixture of magic and technology founded a home and a legacy for them selves.

Gilba: The city of splendors. It is city of science and magic alike. It floats above Dystopia in a fixed location, held aloft with powerful magic, and anchored to its location using the same powerful magic. The bottom of the city is a jumbled assortment of vents, fans and conduits all banded together and constantly discharging the city’s waste. The upper levels of the city however metallic metropolis containing large towers and buildings, as well as ports for Gilba’s airship fleet which is constantly docking and leaving. The City is home to Gilba’s King and queen, and noble class, soldiers, mechanics, and scientists, as well as other members of the elite. It is also home to vassals, servants and slaves. The city makes its wealth by staying true to its heritage. The airship fleet often leaves to raid the world below for slaves, materials and wealth.

Landsdown: The first land based city, and largest city of the Gilbian Empire. Landsdown houses the bulk of Gilban society which includes an expansive working class. These people maintain the mines, mines forges and factories, and houses the industry needed to support the Gilbian way of life. Here the slaves and peasants’ keep the society going with their own blood and sweat. With over 150,000 denizens the city is a sprawling mess of concrete and smoke stacks. A thick cloud of smog can be seen lingering over it. Above this thick smog is the shining city of Gilba.

Country side: Dotting the country side surrounding Gilba and Landsdown are small towns surrounded by a vast farming structure. This is the frontier of the expanding Gilbian Empire whose hunger for land, wealth, and power are like its Terrestrial based borders, expanding at an alarming rate.

Society: The wealthiest Gilbians live on Gilba, and thus make up only a small percentage of the population. Gilba maintains a rather small military force, but relays on the Air Navy for protection, and devotes a lot of attention and funds to maintaining this rather large organization. The poor and exiled are forced to reside on the ground, and may visit Gilba. Outsiders on the other hand are not allowed to set foot on the floating city unless they are slaves.

I need to find the map of Dystopia and such, but I can probably do something interesting with this setting.
